Robert P. Malyska

Robert P. Malyska is Partner in Ernst & Young, LLP Government Contract Services practice. Operating out of the Dallas, Texas and Irvine, California offices, his responsibilities include analyzing and evaluating accounting systems and procedures to determine compliance with Government regulations and assisting clients in interpreting and complying with the Federal Acquisition Regulations, Cost Accounting Standards and Office of Management and Budget (OMB) Circulars. He provides technical advice to clients contracting with the Department of Defense (DOD), Department of Energy (DOE), National Aeronautics and Space Administration (NASA), and other federal agencies in the areas of proposal and equitable adjustment preparation, cost allocations and cost reporting.

Mr. Malyska has extensive experience assisting contractors implement accounting systems for cost accumulation under Government contract accounting requirements. He provides assistance to contractors in resolving system deficiencies and developing indirect cost rate structures. Mr. Malyska provides support to contractor's with indirect cost rate proposals and accounting systems audits. He assists contractors in preparing for Government audits and with responding to Government Audit Reports. He provides contractors advice with drafting Disclosure Statements and performs Disclosure Statement reviews, identifying and quantifying changes to cost accounting practices.

In addition, he assists with the financial audit of a number of the firm's Government contract clients and provides assistance to our Business Risk Services practice in the area of Government contracting compliance, operational and financial audits. He also has extensive experience assisting companies in implementing the requirements associated with the Sarbanes-Oxley legislation.

Prior to joining the firm, Mr. Malyska held a number of positions with DOD and NASA contractors. His responsibilities included financial management on several Government contracts, the preparation and evaluation of various financial and Earned Value Management System (EVMS) reports, and the preparation and pricing of Government proposals. Additionally, he has prepared annual operating plans and various corporate financial reports and analyses, such as sales forecasts, capital expenditures/budgeting, and make/buy analyses for Fortune 500 companies.

A Certified Public Accountant, Certified Management Accountant, and Certified Fraud Examiner, Mr. Malyska earned a B.S. in Business Administration and Management from Virginia Commonwealth University and a M.S. in Finance from the University of Houston at Clear lake. His professional affiliations include the American Institute of Certified Public Accountants, Institute of Certified Management Accountants, Institute of Management Accountants, Association of Certified Fraud Examiners, and American Bar Association.
